I just checked Sol Glorificus place and apparently it has exactly the same stairs and columns just plus bunch of braziers. Second Roman place is baths but it's way more ruined.
Then, there are ruins under London which is instanced and mission-tied so I'm really lazy to do this mission just to see if it's the place. Though by all hints it is.

First Guess: Sol Glorificus - "not the place" as it is too bright and sunny.

How to make it easier but still not too obvious. 🤔 This one tree is stand-alone-ish, easy to spot, not really part of forest. It's also mission related, which is why I thought is would be recognizable. ^^
