What's up with this police officer?

Found this unusually affected police officer near Pangaea today. Looks kinda like a lore piece glow, or a HOT.

Oh, not much of a mystery apparently.

FIg identified it as the Positive Reaction buff that can be put on Blast of Light.

Contagious to players and that particular model of male policeman.

Edit: And vampires and ghouls and random civilians... *sigh* Never mind.
