Oh, and drop fortunate strike for Iron Maiden. Sure, it won't help on the adds, but it will help on the lurker which matters as well.

As for your question as to what works and doesn't work under the buff circles, since they're additive now, percent passives like Lethality still work but don't add as much damage as they used to.
Procs work, in that they likely add more damage than the percent passives do, but they aren't buffed by the circles.
The best passives for DPS under the buffs are now Ele Force, Iron Maiden, Brawler and Rapid Getaway. These are the best since you want multipliers, and Crits and Pens are the only source of multiplicative damage.
Another good passive is to have one person in the group running a strike builder also run social dynamo. But from what I understand that matters more in NYR NM (where the circle is 900% as opposed to the 200% or so in elite).
I've swapped to Rapid Getaway in my DPS tank setup, and while I haven't really seen an increase in my best-case-scenario DPS numbers, I have seen a noticible increase in my average DPS numbers.
Rapid Getaway might only work if you have a high amount of Crit Power, though. But it's worth trying.

I don't know that the other procs are better damage than Lethality or TTK in NYR elite. I tried Sudden Return in place of Lethality and the damage drop appeared so significant on just one (failed) attempt that I switched back (1k pen and Iron Maiden). I can't imagine that it would be better on a build with enough crit to reliably proc OitC.

It's certainly possible they aren't better. And it probably depends on stats too.

Thanks for the advice - I did replace fortunate strike with Iron Maiden (I'd spotted it wouldn't work) - and we downed the lurker in one - but I had help with the adds. No matter what I do I hover around the 2k dps mark so most of the changes are cosmetic for me
