Has the Crucible come back? Is this in The Secret World? Last I was aware, Templars can only enter the Crucible once in SWL, before they get sent to Solomon Island.

Museum always works if you're looking for an instanced area. The Theatre is also a place where you can get random people wandering in like in the old Crucible, though it does seem to be a bit of an RP spot.
