CotSG - Nefertari and makes sure that the Black Pharaoh stays in his sarcophagus.

2. Where both Charlene and a wise monarch met their demise.
SC - Boathouse in the Mist Mission / Academy.
Charlene was one of the professors, her ID Badge is there.
Solomon is known as the wise king. Does not fit together with the boathouse Charles V also, but he met his demise in Paris.

3. Ahab stands, searching for his prey.
BM: Whale Watch, assuming we are thinking about Moby Dick.

4. Water drips and a poet sits.
CF - Repentance Cave, Callisto

5. A place of death points the way to life.
SF - Shadowy Forest Statue of Death (900,685) is pointing
Shadowy Forest Dragon's Tomb with the waters of life and death

6. Sailors, cover your ears!
BM - Siren Song. Tyler Freeborn end mission.

7. The brightest little bear shows the way.
KM - Polaris - Entrance to Dungeon, Kingsmouth, New Colony Span Bridge.

BF - The Facility. Halina Ilyushin is a star that is not in the sky.

wow, I think those answers are great! I was thinking the same as you on some of them, but changed my mind to make things fit with the whole " one clue per zone" thing.
Here are my answers:

1. She stands watch over the dead that walk.
Besieged Farmlands - Zaha - is watching the vampires with binoculars
(vampires are dead) walking dead are usually zombies though (so I would have thought Norma Creed)

2. Where both Charlene and a wise monarch met their demise.
Savage Coast - Solomon's End - Charlenes corpse (you find her staff id during the mission "strange boathouse in the mist").

3. Ahab stands, searching for his prey.
Blue Mountain - Whale watch

4. Water drips and a poet sits.
Carpathian Fangs - Repentance Cavern - Callisto

5. A place of death points the way to life.
SD??
Perhaps it's the ankh dungeon entrance (the ankh is the symbol of rebirth = life)

6. Sailors, cover your ears!
Shadowy Forest - Sirens lake.

7. The brightest little bear shows the way.
Kingsmouth - The brightest star in the Little bear / Ursa Minor constellation is the north star also known as polaris.
So the location might be the entrance to the Polaris dungeon.

8. Cherry blossom falls, and a young woman lies.
Kaidan - Ginpachi park - where Naonomi was supposed to meet Yuichi under the cherry blossom tree, but she lied.

9. A fallen star rests here
City of the sun god - Fallen star = Meteor - at 852.860

rationale: Mosul isn't a poet per say but he's the only one I could think of that is sitting near water

rationale: a real stretch as the Ankh is the symbol of life but is the filth infected valley a place of death and nothing is pointed to

My biggest reach because I genuinely had no idea.

I think everyone answers were great. I can understand why reference to the dead that walk led Kate to Norma, but then Zhara is more actively watching ( she doesn't seem to do much else) .

I gave a 1/2 point for getting the bathouse, but a blow up doll isn't really a young girl.
