Yes, it's a shader that runs along the game. You can install it by downloading ReShade from here. The filter is on the same site under "Presets", called Secret Cinema. It enhances the shadows, rebalances colours and adds a diapositive effect to the edges of the screen, to give the whole game a kind of retro-looking cinematic effect.

It only consumes a couple of frames per second, and does not make the game crash more than usual. I quite like it
