Since when have British Police not carried firearms? Diplomatic detachments (Downing Street, B Palace included) always carry, though often something bigger than shown. And you obviously haven't been through a London Station or Airport recently. Some areas of Scotland, Police now carry on a daily basis.

I thought british police wore batons, and these cops are only there for csi not swat. Full disclosure though, my travels have stayed within the Americas so I may be wrong.

I don't know what you mean by 'CSI or SWAT' but no. Your normal policeman on the street, yes, but front-line police carry tasers, and as Naite said, in certain places and situations they will bear arms. (The ones at Downing Street actually have automatic weapons, so for Temple Hall to just have a sidearm I think is about right).
