Chaos Contro-- er, I mean Time Control cards are banned in almost every tourney ever.

Actually no.
As far as I know, the only 'Extra turn' card banned everywhere (other than vintage of course) is Time Walk (Take an extra turn after this one for two mana), and it's a proud member of the infamous Power Nine broken card list. Other Time manipulation cards are pretty fair, and are legal in every format they are available.
Well timetwister can be considered a time manipulation card too, and that makes two :)

Edit. Okay, there's also Time Vault. Three of them :) Feels fun to refresh my MTG memory xD
